In the future, there is a time where children are put up for adoption, they never return. The children are taken away and then thrown into a city. The city is called Luma-chi City, which litterally means Night Light Life City. This city is made to entertain children until they are 18 and then a van comes and takes them away to real life. The 18-year-old's memories are wiped, and a new memory is given to them.
